The Winter Session of Parliament resumed on Monday, December 3, 2024, but both the Lok Sabha and Rajya Sabha witnessed repeated disruptions, leading to adjournments. Opposition parties protested against issues like the Adani Group allegations and the Manipur violence, preventing significant progress in legislative proceedings.

Lok Sabha: Protests Stall Proceedings

The Lok Sabha began with sloganeering by opposition members, chanting "We want justice" during the Question Hour. Despite Speaker Om Birla's efforts to maintain order and his appeal to MPs to return to their seats, the disruptions persisted.

Minister Jayant Chaudhary responded to questions on skill development, and the Coastal Shipping Bill, 2024, was introduced by Minister Sarbananda Sonowal. The Bill aims to bolster coastal trade and enhance national security through Indian-flagged vessels.

Rajya Sabha: Murphy’s Law and Adjournments

In the Upper House, Chairman Jagdeep Dhankhar faced similar disruptions.

  • He disallowed 20 notices under Rule 267, including eight related to the US indictment of the Adani Group.
  • Dhankhar equated the ongoing disruptions to Murphy’s Law, stating, “Anything that can go wrong will go wrong,” and urged members to honor the framers of the Constitution by allowing Parliament to function.
  • Despite his appeals, protests continued, leading to an early adjournment.

Key Issues Raised by the Opposition

The Opposition united under the INDIA bloc to protest on several issues:

  • Allegations of bribery and corruption against the Adani Group.
  • Recent violence in Manipur and Sambal.
  • The need for a discussion on India's relations with China, particularly following the Line of Actual Control agreement.
